Full-time contract/secondment (August 2021 – September 2022)

File #21-53

Who We Are

The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

The Compliance and Registrant Regulation (CRR) Branch oversees the dealers, advisers and investment fund managers that the public relies upon when investing in securities. Using a risk-based approach, CRR focuses on initial and ongoing registration and compliance reviews of registrants. CRR also develops significant policy/legislative initiatives affecting registered firms and individuals, at both the Ontario and national levels. The branch consists of integrated, multi-disciplinary teams including professional staff (chartered accountants and lawyers), registration officers (corporate and individual), and support staff.

Join the OSC team to shape your career!

The Branch is recruiting for an Accountant to play an integral role within the CRR branch Team 5 Data Strategy and Risk team, conducting desk reviews of the capital markets participation fees and audited financial statements, and providing subject matter expertise for accounting and auditing matters.

What will you do?

As the Accountant in the CRR Branch, you will draw on your strong audit and accounting background to assist in the yearly financial statement reviews, excess working capital requirements, and participation fee desk review activities. You will participate in the review of internal controls over financial reporting, and provide advice regarding firm capital and IFRS requirements. You will also work with other accountants and lawyers on novel registration and compliance files to integrate knowledge of requirements under IFRS, IAS and other accounting guidance, with the regulatory requirements applicable to registrant firms under the Ontario Securities Act.

This role will require you to assist the Branch in ensuring investor protection and supporting confidence in the capital markets. This may involve direct communication with registrant firms, other regulatory bodies, and industry practitioners. These communications include specific file related discussion, education of accounting and auditing standards and regulatory requirements as well as special committee discussion.

What do you need to be successful in this role?

We are looking for a candidate with an inquiring mind and a passion for the capital markets. Preference will be given to candidates who meet all of the following criteria:

  • CPA designation
  • 1-3 years of post-designation relevant experience in the capital markets industry or accounting firms
  • Comprehensive knowledge of IFR and IAS, and a working knowledge of US GAAP
  • Demonstrated ability to show creativity, achieve results, and communicate information clearly and concisely
  • Demonstrated ability to establish collaborative working relationships, and engage with internal and external stakeholders
  • Demonstrated proficiency to balance regulatory objectives with practical business consideration
