Who we are
The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.
The Financial Management and Reporting Branch provides financial management and analysis, reporting and treasury services to allow the OSC to continue carrying out its regulatory responsibilities. Assurance over financial reporting is provided through the design and maintenance of effective controls.
Summary
The Corporate Accountant is an integral part of the Financial Management and Reporting Branch reporting to the Controller. The position also has some financial processing responsibilities and is involved in financial reporting, system improvements and year-end support. We are committed to looking at processes differently with an aim of continuous improvement.
Key Duties and Responsibilities
Financial Processing
- Provide guidance and support to AR and AP staff.
- Provide effective financial processing services for the Finance Department of the OSC including:
o Reviewing and approving AR batches
o Reviewing and approving SEARCH invoices
o Providing accurate and timely information to programs as required
o Preparing and updating documentation for duties and tasks as required.
Year-end Support
- Prepare reconciling schedules as necessary.
- Liaise with staff from the Auditor General’s office.
- Respond to questions.
- Provide supporting information for period-end adjustments and estimates.
Financial information system (FIS)
- Develop and implement toolsets and reports to support business needs.
- Operate as a sign-off accountant for all system development impacting financials and cash of the OSC, as delegated by theController.
- Update existing or create new integration methods to automate data capture in the FIS.
Lead project teams on cross-OSC business opportunities/improvements
- Lead project teams internal/external to the OSC, as delegated by the Controller.
- Work to develop and implement business systems and tools required.
- Develop training materials, and support the delivery of training sessions to OSC staff.
- Act as a sign-off accountant for these changes to cross-branch systems and tools.
- Provide expert opinion to the Controller and the CFO on financial matters related to cross-OSC projects.
Improving efficiency
- Identify and drive business improvement opportunities within the OSC/finance.
- Operate technology/shared services that increase operating efficiency. This role administers use of SAAS-based concur system for expenses which includes making system changes to ensure compliance with government directives and resulting OSC policies.
Who you are
- Undergraduate degree in business, finance or accounting.
- CPA designation.
- 7 to 8 years’ direct experience in an accounting, auditing or finance role with demonstrated experience dealing with finance systems developments and implementations. Proficiency with Financial Information Systems, MS office and other software such as SAAS applications for expense management.
- Solid understanding of taxation – payroll and commodity taxes.
- Strong project management skills.
- Well-developed influence and negotiating skills to ensure compliance with the delivery against plans and targets.
- Superior organization skills – orderliness is critical to performance of this function.
- Strong analytical, problem-solving and decision-making skills to evaluate alternatives independently and provide recommendations on business issues.
