The Ontario Securities Commission (OSC or Commission) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

The Strategic Planning and Reporting Team is responsible for the delivery of corporate-wide processes which result in an OSC Strategic Plan, an annual Statement of Priorities and OSC Business Plan; quarterly business reporting; and measures for public and internal reporting on OSC performance.

What will you do?

Business Planning and Priority-Setting Processes & Reporting

  • Support the Manager, Strategic Planning & Reporting by leading and providing expert advice on, the development and implementation of the OSC’s Statement of Priorities and business planning processes, gathering, coordinating and consolidating relevant data from respective stakeholders, and drafting plan documents that are aligned with the OSC mandate, goals and priorities
  • Provide a strategic perspective and pan-Commission lens to the assessment of the Commission’s business needs, resources and priorities
  • Lead the initiative to prepare the annual Statement of Priorities for approval by Executive Management and Commission
  • Help lead the internal and external consultation process on priority-setting, including assessing stakeholder input
  • Work with all OSC Branch staff and leadership teams to develop annual business plans, providing expert advice and guidance on business plan development and reporting, and ensuring relevant goals, priorities and performance metrics are determined
  • Address issues impacting initiative and business plan goal achievement, identifying areas of concern and providing recommendations on required actions and appropriate next steps
  • Assist in the identification and establishment of performance measures for inclusion in the Statement of Priorities, and annual business plans
  • Recommend, develop and manage the approved timetables, ensuring delivery of reports to meet internal and external reporting requirements
  • Ensure compliance with government Directives and submit reports and documents according to government directed timelines
  • Prepare and deliver briefs, presentations and other written materials for the executives and the branches on Statement of Priorities and Business Planning

Analysis

  • Gather, process, coordinate and analyze relevant information for business planning purposes and reporting
  • Identify opportunities for improving business and strategic planning and reporting processes
  • Assist, through research and analysis, on strategic initiatives or projects that may be led out of the Branch

Liaison

  • Liaise effectively with staff, Senior Management and Executive Management on opportunities to improve business processes and reporting, and work with them to recommend credible and feasible methods for improvement

What do you need to succeed?

  • Degree in Business, Finance or Public Administration or a related discipline
  • 8+ years of related experience developing and implementing corporate strategic direction and business plans
  • Strong knowledge of capital markets/securities/financial services and regulatory issues
  • Strong knowledge of development, implementation and tracking of Key Performance Indicators (KPIs)
  • Strong oral and written communication skills, including the ability to develop and deliver strong, effective presentations
  • Ability to think at the pan-Commission level, applying analytical strategic thinking to complex OSC-wide issues
  • Ability to use sound judgment and creative, innovative thinking to develop novel solutions
  • Ability to liaise with all levels of staff and lead project teams to develop effective, decisive solutions
