The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

The Communications and Public Affairs Branch provides strategic advice and services to ensure the timely and effective communication of OSC priorities, policies and actions to both external and internal stakeholders. The Branch is central to meeting the change management and communication needs of a rapidly growing and evolving regulator with an enhanced mandate.

The Opportunity

In collaboration with the Communications and Public Affairs Branch Management team, the Senior Advisor ensures consistent, timely and effective communication by the OSC across multiple corporate channels. This requires anticipating areas of stakeholder interest and providing full oversight of stakeholder communications by curating and directing regulatory content to a wide array of stakeholders.

This position involves working closely with the branch management to set the strategic direction and successfully leads corporate outreach, events, and upcoming OSC/CSA (Canadian Securities Administrators) policy roundtables, and ensures the organization meets its accessibility obligations through ongoing process improvements necessary across the Commission and by the CSA.

What You Will Do

  • Provide strategic communications in collaboration with the Director. Develop, plan, and implement communications for the OSC around mandate changes, regulatory and governance reforms, and ongoing diversity and inclusion efforts.
  • Identify and utilize all communications vehicles to reach a wide array of stakeholder audiences, including regulatory colleagues (domestically and internationally), legal and accounting communities, capital markets registrants and issuers, etc.
  • Be responsible for the successful organization and execution of the OSC’s annual thought-leadership conference, identifying and delivering thought-provoking speakers and timely, relevant content themes for the OSC’s marquee event on a strict cost-recovery basis.
  • Make recommendations on a stakeholder outreach program that is responsive to stakeholders’ evolving needs and expectations of a corporate website. Prepare a plan and the groundwork for future year enhancements.
  • Work to increase overall reach by the OSC, and encourage and build opportunities for a two-way dialogue with stakeholders wherever possible, including through new channels such as podcasts, web content, external newsletter and social media that generate broad attention and interest.
  • Collaborate with the Director, providing recommendations on communications programs and tactics with measurable outcomes in mind, and deliver against those expectations through solid project management skills and careful oversight. 
  • Provide input into day-to-day business planning, and procurement, and oversee numerous technical vendors, reporting and budgets.

Qualifications for Success

  • Minimum of 7 years of broad-based communications experience, including corporate messaging, plain language, event management, website and new media communications.  
  • Significant knowledge of capital markets environment, regulation, policy, investment products/services, ideally with the Canadian Securities Course and/or CFP designation.
  • Ability to lead projects of organizational importance and meet evolving directive/legislative requirements of the Commission.
  • Exemplary project management and vendor management experience.
  • Demonstrated senior-level written and oral communication skills applied by conveying ideas clearly and concisely, including when writing reports and delivering presentations, reaching consensus, and responding to contentious areas of focus.
  • Proven ability to develop and utilize stakeholder relationships to understand activities and concerns, provide advice and guidance, collaborate, and find solutions to complex, often technical and entrenched issues. 
  • Self-motivated and action-oriented individual who can work with minimal direction, prioritize multiple projects, assist others, and perform at a high level under pressure.
  • High level of business judgment, decision-making and problem-solving ability.
  • A relevant university degree.
  • French language skills would be an asset.
